ACCFA to provide more cash for debt reduction

GENEVA-ON-THE-LAKE ? ??Tis the season of giving, and the Ashtabula County Convention Facilities Authority was in a sharing mood Friday morning.

The authority voted to increase its 2011 commitment to the county by $25,000, providing a total of $150,000 for debt reduction this year.

The motion to increase the payment was made by Jeanne Bento, a former county commissioner, and unanimously approved by the authority. Member Donniella Winchell said it was ?good public policy? for the board to commit the additional money to reducing the lodge debt.

The CFA?s money comes from the county bed tax and can be used for enhancement projects at the lodge or retiring debt. Prior to voting on the commitment, CFA members reviewed several projects that are on the horizon and determined there was sufficient capacity in their budget to add a bonus to their prior commitment of $125,000.

The only stipulation the board placed upon the commitment is that it go toward retiring debt. The lodge already made a debt payment in November anticipating the $125,000 commitment the CFA made earlier.

The donation will leave the CFA with a balance of about $70,000 after the bed tax is received in December and outstanding obligations are settled. The CFA still owes Delaware North Companies about $22,000 that was advanced by the management company for the Horizons Restaurant renovation project completed earlier this year. The CFA provided $125,000 toward the project, which cost over $200,000.

The CFA is looking into a project in Chestnut Grove, the park area to the east of the lodge. The project would involve planting about 100 chestnut and other native hardwood nut trees, expanding the parking lot, building fire pits, constructing new restrooms and providing a wheelchair accessible view of the lake. The county plans to seek a grant to assist with the cost, estimated at around $200,000, and the CFA would be asked to provide a match for the grant.

The park is accessible to the public, not just lodge guests, and provides a trail head for the bike path that follows the lake shore to the park.

The authority on Friday voted to authorize commissioners to negotiate with the Ohio Department of Natural Resources for maintenance of the paved bike path in 2012. Park staff provided the maintenance this year, and Commissioner Dan Claypool said that arrangement is the most efficient way to handle the responsibility.

The cost is not to exceed $3,500 for 2012, and the CFA will pick up the tab.

Al-Qaida, Taliban in cahoots on US kidnapping?

Details provided by senior Taliban commanders of the kidnapping of an American aid expert reveal strong links and cooperation between the Taliban and al-Qaida in Pakistan.

These commanders in Pakistan tell NBC News that members of Tehrik-e-Taliban (TTP or Pakistani Taliban) were responsible for Warren Weinstein's abduction from his home in Lahore in August. Over the last three-and-a-half months, they say, Weinstein has been shifted from place to place, making him harder to trace. He ultimately landed in what Taliban commanders are calling a "secure" place in Pakistan's tribal areas in the border region with Afghanistan.

According to the militant leaders, TTP members initially kept Weinstein in Lahore, later shifting him just outside the city to a nearby town. He was repeatedly shifted to new locations over the weeks that followed until he could be transferred to an area completely controlled by the TTP and al-Qaida. Only then, say these commanders, was there a public claim of responsibility for the kidnapping.

In an audio recording issued on Islamist websites Thursday, al-Qaida claimed responsibility for the kidnapping of Weinstein. The statement by al-Qaida leader Ayman al-Zawahri demanded the release of prisoners held by the U.S. at the Guantanamo detention center in Cuba and all others imprisoned for ties to al-Qaida or the Taliban. It also called for an end to airstrikes in Muslim countries in exchange for Weinstein's freedom.

Before Thursday's statement, there had been no word from any group claiming responsibility, troubling Pakistani security and intelligence officials who had yet to make any significant strides in the case.

Taliban commanders say they declined to take responsibility earlier to prevent the U.S. from pressuring Pakistan to take action or begin negotiations for his release. They say Zawahri wished to have Weinstein safely in their custody, to put Zawahri in a better position to negotiate with the U.S.

Weinstein, the commanders say, is still being held by the TTP, but Zawahri is responsible for any negotiations for his release.

The Taliban commanders said TTP and al-Qaida are closely working together in the region, and that TTP leader Hakimullah Mehsud considers Zawahri to be his leader.

"There is presently no difference in the TTP and al-Qaida. Both are working together and have the same agenda," said one of the Taliban commanders. "Even the TTP decided to suspend its peace talks with the government as al-Qaida is not happy with the Pakistani leadership."

Weinstein was abducted by armed men from his house in the eastern city of Lahore on Aug. 13. Weinstein, who has a home in Rockville, Maryland, worked in Pakistan for several years and spoke Urdu, the language used by Muslims in Pakistan and India.

He was the country director in Pakistan for J.E. Austin Associates, a U.S.-based firm that advises a range of Pakistani business and government sectors. The company has said Weinstein is in poor health and provided a detailed list of medications, many of them for heart problems, that it implored the kidnappers to give him.

Asked about al-Qaida's claim of responsibility, State Department deputy spokesman Mark Toner said in Washington that regardless of whether it is true or not, the U.S. remains concerned about his safety and well-being.

He said U.S. officials, including the FBI, are assisting with the Pakistani-led investigation ? "and we're trying to cooperate with them in any way we can."

"We're continuing to offer support as well as to Mr. Weinstein's family in the United States, to try and provide them with any consular assistance that we can." Toner said.

Pakistan denied on Friday that its forces had given the go-ahead for a NATO airstrike near the Afghan border that killed 24 Pakistani troops.

A Pakistani military official issued a statement in response to a report in The Wall Street Journal Friday that the attack had been approved because the Pakistani commanders were unaware their own forces were in the area.

NBC's Nightly News last Monday also reported that U.S. officials familiar with the operational details of the attack had said Pakistan's military had given its permission for the airstrike.

NBC News' sources said it was likely the communications took place at a local level and did not make it all the way to the top of the chain of command of Pakistan or the United States, before the attack took place.

The Pakistan statement Friday said that "wrong information about area of operation was provided to Pakistani Officials (a) few minutes before the strike."

It also alleged that U.S. helicopters and fighter jets had already engaged the Pakistani checkpost "without getting clearance."

The official further claimed that U.S. officials at the Border Coordination Center "later apologized privately to Pakistani officials" for providing the wrong information and engaging the post without clearance.

Last weekend's cross-border attack has caused public outrage in Pakistan, where the government has pulled out of next week's international conference on Afghanistan and threatened to end support for the U.S.-led war there if its sovereignty is violated again.

Commandos under fire
The Wall Street Journal report said an Afghan-led assault force that included U.S. commandos was hunting Taliban militants when it came under fire from an encampment along the border with Pakistan.

The commandos thought they were being fired on by militants who turned out to be Pakistani military personnel who had established a temporary campsite, the Journal reported, citing U.S. officials.

According to the initial U.S. account from the field, the commandos requested airstrikes against the encampment, prompting the team to contact a joint border-control center to determine whether Pakistani forces were in the area, a U.S. official said.

The border-control center is manned by U.S., Afghan and Pakistani representatives.

But the U.S. and Afghan forces conducting the Nov. 26 commando operation had not notified the center in advance that they planned to strike Taliban insurgents near that part of the border, the official said.

When called, the Pakistani representatives at the center said there were no Pakistani military forces in the area identified by the commandos, clearing the way for the airstrikes, the U.S. officials said.

Washington has called it a tragic accident and offered its condolences, promising a full investigation. It has not apologized.

"There were lots of mistakes made," the newspaper quoted an official as saying.

The Journal said U.S. officials have in the past expressed reservations about notifying the Pakistanis about operations, because of concerns that mission details could leak out.

It added that the officials cautioned that the preliminary account was based mainly on interviews with members of the commando team and could change as more information was gathered.

A formal report on the incident is due to be completed by U.S. military investigators by Dec. 23.

Judge lets college toss out Occupy Seattle camp

SEATTLE -- Another Occupy encampment is facing ouster.

A judge ruled Friday that Seattle Central Community College can evict Occupy Seattle protesters from its campus on Seattle's Capitol Hill.

In denying?a restraining order that would have prevented the eviction, ?Thurston County Judge Christine Pomeroy?said protesters have a right to protest, but not to camp at the campus, NBC station KING reported on its website.?The judge also mentioned health and safety risks at the encampment as a reason for eviction.

Under the ruling, the school must post an eviction notice, which could happen as early as Monday, KING.com reported. Then the protesters would have 72 hours to leave, meaning eviction could be as early as Thursday.

Occupy Seattle protesters shifted their tents to the SCCC campus last month after several battles with the city of Seattle over camps at Westlake Park and City Hall Plaza.

Just before Thanksgiving, the SCCC Board of Trustees approved an emergency rule banning camping on the college's property.

Immediately after, an Occupy Seattle protester named Patrica Sulley filed an injunction for a restraining order to stop the new rule, sending the case to court.

"In the news sometimes we're portrayed as a this horrible, messy community, with all these problems. And it's a really beautiful mess,"?Sulley said?after the ruling.

SCCC administrators have said the Occupy camp costs the school about $20,000 a week. They have also expressed concerns about protesters entering the college's buildings.

Cities across the nation, including New York,?Los Angeles, Philadelphia?and Oakland?have evicted Occupy protesters from public spaces. Hundreds of people have been arrested in the raids, which have resulted in injuries to protesters and police in some places.

In Seattle, a large?Occupy encampment?in downtown Westlake Park was forcibly removed in October, and many of the?protesters then moved to the college campus.

'Oz' memorabilia set to roar at auction

Don't be afraid! Well, be afraid for your wallet, if you've got a hankering for one of the two known Cowardly Lion costumes from "The Wizard of Oz." The lion costume will be joining one pair of Dorothy's ruby slippers (as previously reported) from the film in an auction later this month, according to The Daily Mail. Each piece is expected to fetch up to $3 million.

The sale of Dorothy's red slippers and the Cowardly Lion's costume would fund a lot of round trips from Oz to Kansas.

The Cowardly Lion costume -- which is made from real lion hide -- was being preserved at the Los Angeles County Museum of Art, and is seen in the movie when the Lion meets Dorothy on the Yellow Brick Road and actor Bert Lahr sings, "If I Only Had the Nerve" and "If I Were King of the Forest."

Meanwhile the sparkly shoes, which were used by Judy Garland in the 1939 film when Dorothy clicked her heels three times to return to Kansas, are getting a private showing in New York City on Dec. 5 at the Plaza Ath?n?e before winging their way west for the auction.

The auction, to be held at The Paley Center for Media in Beverly Hills, Calif., on Dec. 15 and 16, is being coordinated by Joe Maddalena, who owns memorabilia auction house Profiles in History and who stars in the reality show "Hollywood Treasures."

Both costume and shoes will be part of a larger sale of memorabilia that will include Bela Lugosi's cape from "Dracula," the DeLorean from "Back to the Future III," Marilyn Monroe's wedding ring from her marriage to Joe DiMaggio and a Marilyn Monroe nude painting by Earl Moran.

Cain's Wife Didn't Know He Was Giving Ginger White Money (The Atlantic Wire)

Herman Cain gave Ginger White money to pay for her "month-to-month bills and expenses" without telling his wife, he explained to the New Hampshire Union-Leader's editorial board Thursday, but she understands. Gloria Cain didn't know the two were "friends" until White told an Atlanta TV station that she'd had a 13-year affair with Cain that ended in March,?John DiStaso reports. Despite the shock that Mrs. Cain must have experienced this week, Cain isn't meeting with her face-to-face till Friday, when he says she'll have the final say over whether he should continue his presidential campaign. But by phone, apparently, Cain says she's "comfortable with the explanation that I told her... My wife understands that I'm a soft-hearted giving person."

Cain told the newspaper that White was unemployed "and that quite frankly, I was the only person who was a friend at the time - and I underscore ?friend' - that was in a position to help her." The Republican candidate referred to the many text messages between the two; Cain said she'd ask for money, and he'd respond asking if she'd tried to get a job.?The text message he was referring to are being sought by his lawyer, Lin Wood, who says that between October 22 and November 18, the pair exchanged 70 texts, and 17 were from Cain to White, the?Atlanta Journal-Constitution's?Ernie Suggs and Bill Torpy?report. Wood told the newspaper he thinks White's texts were probably demanding money from Cain, and asking for her records are a way to "test her credibility and motive." But wouldn't Cain have those records too???Maintain common sense,? Wood told the?Journal-Constitution.?The lawyer has already insisted that Cain's paying of White's rent and car payments are somehow evidence that they weren't sleeping together. That would mean Cain was the ultimate unicorn -- a rich dude willing to pay a young woman's bills without demanding sexual favors in return. This creature has never been photographed in the wild but perhaps Cain is the first.

Cain told the Union Leader he had a theory: "But I have very strong speculation that someone offered [White] a lot of money... I was helping her with month-to-month bills and expenses and somebody -- this is speculation only -- offered her a lot of money." That follows the "hypothesis" he offered Wednesday on Fox News, when he said that Democrats wanted Newt Gingrich to the be Republican presidential nominee so they could attack his personal life in the general election -- and to do that, they had to destroy him through personal attacks in the primary.?Cain has been interviewed 63 times on Fox News since he announced his presidential campaign -- the most of any candidate -- and though these interviews have not always served him well, Cain is determined to keep giving them. The Union Leader promises more news -- and video -- from the meeting will be posted later Thursday evening.

China says HIV/AIDS cases are soaring (Reuters)

BEIJING (Reuters) ? The number of new HIV/AIDS cases in China is soaring, state media said on Wednesday, citing health officials, with rates of infections among college students and older men rising.

The Chinese Center for Disease Control and Prevention issued figures showing 48,000 new cases in China in 2011, the official Xinhua news agency said.

Nearly 82 percent of those new cases were transmitted through sexual intercourse, Xinhua said, up from 11.6 percent between 1985 and 2005.

"The distribution of HIV/AIDS cases in our country is now wider and more scattered than ever, posing great difficulties for prevention and control efforts," Wu Zunyou, the director of the Center, said according to Xinhua.

The Center said the number of HIV positive men 60 and above soared from 483 in 2005 to 3,031 in 2010, or 8.9 percent of the total HIV cases in the country.

That same age group accounted for 2,546 of all AIDS cases, or 11 percent. Infections among male college students between the ages of 20 and 24 has also risen, it said.

The number of officially registered HIV carriers and AIDS patients in China is expected to jump from 346,000 to 780,000 by the end of 2011 after the data is updated, Xinhua said.

China's government was initially slow to acknowledge the problem of HIV/AIDS in the 1990s and had sought to cover it up when hundreds of thousands of impoverished farmers in rural Henan province became infected through botched blood-selling schemes.

Beijing has since stepped up the fight, spending more on prevention programs, launching schemes to give universal access to anti-retroviral drugs to contain the disease, and introducing policies to curb discrimination.

But in a country where taboos surrounding sex remain strong and discussion of the topic is largely limited, people with HIV/AIDS say they are often stigmatized.
