Libya leader claims Arabs supporting 'sedition' in east

Libyan leader Mustafa Abdel Jalil charged on Tuesday that some Arab nations were supporting and financing sedition in eastern Libya, hours after tribal and militia leaders declared autonomy for the region.

"Some sister Arab nations unfortunately are supporting and financing this sedition that is happening in the east," Abdel Jalil told reporters at a press conference in Tripoli, without naming names.

"Their fear made these sister nations unfortunately support this so that the revolution does not spread to their countries," he said.

"What is happening today is the start of a conspiracy against the country ... This is a very dangerous matter that threatens national unity," Abdel Jalil warned.

Earlier, a meeting attended by some 3,000 people in the main eastern city of Benghazi declared the oil-rich region of Cyrenaica autonomous, raising fears the country may break up in the wake of Moamer Kadhafi's downfall last autumn.

The conference in Benghazi, which was the cradle of an eight-month uprising against Kadhafi that ended in his capture and killing, also called for a return to federalism in Libya.

"The interim council of Cyrenaica was established under the leadership of Sheikh Ahmed Zubair al-Senussi to manage the region's affairs and defend the rights of its population," read a statement following the meeting.

The new body will work within the framework of Libya's interim government, which it considers to be "the symbol of the country's unity, and its legitimate representative in international forums," the statement said.

Senussi, who was elected leader of the region, is a member of the ruling National Transitional Council.

"A federal system is the choice of the region" of Cyrenaica, which stretches from the central coastal city of Sirte to the Egyptian border in the east, the leaders said in their joint statement.

The proponents of autonomy say the move derives its legitimacy from the 1951 constitution, which was adopted under the monarchy of King Idris and which divided Libya into three states -- Cyrenaica, Tripolitania and Fezzan.

Senussi is a relative of the late king and was the longest-serving political prisoner during the Kadhafi regime.

"This conference resulted in the choice of a type of government that is suitable to the Libyan people, especially in the Cyrenaica region," said Abu Bakr Bayira, who has been spearheading the movement.

Advocates of federalism say it will prevent the east from being marginalised as was the case in the past, while opponents fear the initiative will split the country and stand in the way of reconciliation.

Several Libyan cities, including Benghazi, have witnessed rallies rejecting the federal system of government, with banners and slogans emphasising national unity and state-building, and stressing that Tripoli is the only capital.

Senior officials in Tripoli, including Abdel Jalil and interim Prime Minister Abdel Rahim al-Kib, have flatly rejected the federalist project, promoting a programme of decentralisation instead.

On Monday, Abdel Jalil told AFP that calls for the implementation of a federal system did not represent a major source of concern to his government because "Libyans fought for a united Libya."

During a programme called "Meet the Minister," broadcast on state TV, Kib flatly rejected calls to fashion Libya into a federation.

"We do not need federalism because we are heading towards decentralisation and we don't want to go back 50 years," he said without elaborating.

His address came after the interim government held an emergency session on Sunday to discuss a bill proposing the principle of decentralisation.

More than 50 local councils are reviewing the project, Abdel Jalil said.

Interim Interior Minister Fawzi Abdelali said the interim government saw "no reason" for federalism in Libya.

"We have no reason for federalism because Libya does not group different peoples or religions," he said, adding that this type of government was not always successful.

AIA shares slide after $6 billion AIG selldown

HONG KONG (Reuters) - Shares in AIA Group Ltd had their second-biggest one-day percentage fall on Tuesday after its former parent, American International Group (AIG)), raised about $6 billion by selling shares at the bottom end of the marketing range.

AIG's long-awaited selldown punctured a rally in AIA shares this year, which were driven up on the back of strong earnings and on expectations of a bid for ING's Asian life insurance business.

The U.S. insurer will use the proceeds to repay part of the $182 billion bailout it got in 2008 from the U.S. government at the height of the global financial crisis. AIG said it will not sell any more AIA shares until September 4.

Still, analysts said AIG's remaining stake will be seen as a potential overhang on the stock and any run-up in the price could make investors suspicious about AIG offloading its remaining 18.6 percent stake valued at about $7.7 billion.

AIA shares shed 8.4 percent to HK$26.75 as trading resumed on Tuesday, compared with a 2.2 percent drop in Hong Kong's benchmark Hang Seng share index. Despite the fall, AIA is the best-performing stocks in the Hang Seng index over the past year, having risen about 27 percent.

AIG's $6 billion selldown in AIA makes it the second-biggest selldown globally behind Vodafone Plc's $6.6 billion block sale in China Mobile Ltd in 2010, according to Thomson Reuters data.

AIG sold 1.72 billion ordinary shares at HK$27.15 each in a block sale to unnamed institutional investors. The shares were initially offered in a range of HK$27.15-$27.50, a discount of up to 7 percent to AIA's closing stock price on Friday.

"The AIA stock is reacting on the back of the huge placement," said Colin Ng, head of equities at Barings Asset Management.

"It was widely known to the market that AIG will unwind its position at some point. We hold the stock for the fundamental value and the earnings potential it has," said Ng, who helps manage about $8 billion in Asia, including AIA stock.

Now Asia's third-largest insurer, AIA has built a sprawling and successful business across the region with an army of hundreds of thousands of agents.

BOOST TO BANKERS

AIG was forced to spin off AIA, widely considered its crown jewel, and other assets following the bailout by the U.S. government.

AIG expects to use the net proceeds to reduce the balance of the U.S. Treasury Department's preferred interest in a special-purpose vehicle that holds the AIA shares. As of last month, those preferred interests were worth about $8.4 billion.

The Treasury also owns 77 percent of AIG's common stock following the bailout.

The selldown is a huge boost to equity capital markets bankers, who faced a drought of initial public offerings in the new year despite a strong run-up in stock markets in Asia.

Deutsche Bank and Goldman Sachs are the "active" joint global coordinators, according to two sources with direct knowledge of the process. Citigroup and Morgan Stanley were taking "passive" roles in the current AIG selldown, the sources said. The sources did not want to be named because of the sensitivity of the matter.

All four banks led AIA's $20.5 billion IPO in 2010.

Why are stories of tornado 'miracle babies' so common? It happened again Friday when rescuers found a blond, blue-eyed toddler in the middle of an Indiana cornfield, 10 miles from her home.

Stories of rescuers finding small children alive after tornadoes have carted them off have become so common as to seem apocryphal.

It happened again Friday when rescuers in Indiana found a baby girl alone and injured in a cornfield 10 miles from her home in New Pekin, Ind., near where tornadoes struck Friday.

Rescuers are trying to piece together how the girl ended up in the field, but one thing is clear: The story so far matches a surprisingly prominent narrative of tornado survival ? the ?miracle baby.?

Of course, many children are hurt and killed by tornadoes, including several in this week's deadly outbreak across midsection of the country.

But the survival stories are poignant, in part, because babies are sacred, and their helplessness underscores the difficult task of human survival in a threatening world. Beyond the often amazing details of tot tornado survival, the stories also sum up the heartbreak, the fear and the hope that resonates after nature crashes heedlessly through American lives.

In other ways, the ?miracle baby? narrative also highlights the basics of Physics and Biology 101: With their padding of fat, their malleable bones, and low weight, small humans are actually built for physical survival. Most parents, usually with a sigh of relief, have marveled at their durability.

Still, divine intervention can't be counted out as one considers how the very young can survive a direct hit from one of nature's bluntest forces.

In 2008, rescuers were looking for bodies after a tornado hit near Castalian Springs, Tenn., when one of them thought they saw a doll move. ?It's not a baby doll, it's alive.?

The baby was 11-month-old Kyson, who had survived a 300-foot journey through the air as he was sucked from his crib when a tornado demolished his home and killed his mother.

In Oct. 2007, a Michigan family panicked after they couldn't find their one-year-old after a tornado tore down part of their home. The boy was found 40 feet outside the house, under the crib mattress, and uninjured.

And during a tornado outbreak that killed 21 in North Carolina last year, a three-month-old, Ayden, in Dunn, N.C., was ripped by tornado winds from his cousin's arms, and later found lodged under debris, injured, but ultimately okay.

?I thought he was lost,? the cousin, Jonathan Robinson, said later.

In one of the most well-known cases, from May 3, 1999, a young mom, Amy Crago, searched frantically for her baby, Aleah, for hours after one of a series of tornadoes to hit Oklahoma destroyed her house.

In what Ms. Crago described as a miracle, a rescue worker approached and asked, ?Are you the one missing a 10-month-old baby??

Aleah had been found largely unharmed, laying face down in a mud pool 100 feet from the home. She became known to the joyous rescuers as "the mud baby."

Now 13, Aleah recently offered a survivor's healthy assessment of the power of tornadoes and their clashes with the human spirit.

?I think tornadoes are cool,? she told Oklahoma's NewsOn6 TV station last week. ?I like how they work and how they can destroy so much, but they're just wind going in a circle.?

Older mothers fuelling biggest ever baby boom: 900,000 pregnancies in a year beats post-war record

A boom in motherhood among older women has driven up the number of pregnancies to record levels, official figures revealed yesterday.

For the first time, more than 900,000 women became pregnant in a year, a level not reached even during the baby boom years after World War Two.

The unprecedented number of conceptions was fuelled by the fast-rising rates of pregnancy among women in their 30s? and 40s.

The latest figures show that? 40-somethings were becoming pregnant in? 2010 at more than double the rate of two decades ago.

In a single year, conception rates for women in this age group rose by 5.2 per cent.

The increase for those aged 34 to 39 was 4.5 per cent and 4.9 per cent for those aged 30 to 34.

The Office for National Statistics said the latest leap was down to the race among working women to catch up and have the families they missed out on in their 20s.

This is a new influence in addition to the factors driving rates in recent years: high immigration and the arrival in Britain of large numbers of women of child-bearing age who then have families.

?

Many women may also be influenced by the recession making family life more important. Newly jobless women and those with less work also have more time for family.

The report said the rise in numbers of conceptions ?could be attributed to the increased contribution of women aged 30 and over, or possibly due to the economic climate following the 2008-2009 recession.

?Family may also be valued more highly during tough economic times and, as parents could be out of work, they may have more time to spend on child rearing.?

No longer nuclear family: The data also showed that most babies are now conceived outside marriage

The ONS said the reasons for more over-40s conceiving include delaying motherhood by participating in higher education, holding off on marriage and the desire to get ahead in their careers to buy a home and be financially secure before starting a family.

Migrants who were not in Britain in their early child-bearing years have also boosted levels by becoming mothers later in life, said the report.

According to the 2010 figures, 909,245 women in England and Wales became pregnant. This was a rise of 1.4 per cent on the 896,466 pregnancies in the previous year.

There were 723,165 babies born with the average age for new mothers now almost 30.

Just over one in five of the pregnancies, slightly fewer than 190,000, ended in abortion. Half of conceptions to girls under 18 ended in terminations.

There have not been so many pregnancies in England and Wales before.
Numbers have never reached 900,000 since the 1967 Abortion Act came into operation, legalising terminations.

The baby boom peaked in 1964, when there were 880,173 maternities, which are comparable to conceptions now. In the post-war year of 1947, there were 891,504 maternities.

According to the latest figures, conception rates for women in their 20s remained flat.

Those in their early 30s were the least probable to have an abortion, with 12.6 cent of pregnancies among 30 to 34-year-olds terminated in 2010.

This is the age group where they are most likely to marry and? settle down.

LABOUR?S FAILURE ON TEENAGE MUMS

Tony Blair?s attempt to slash teenage pregnancies by handing out contraceptives and more sex education did not hit its target.

Labour?s flagship strategy costing ?250million had aimed to halve conceptions in England by 2010. But official figures yesterday showed the 12-year plan only cut the numbers of conceptions to the under-18s by 23.8 per cent.

For 2010 alone, however, under-18 pregnancies did drop by 7.3 per cent. Pregnancies among the under-16s also fell, by 6.8 per cent in a year to 2010. This meant 36 girls in every 1,000 aged 15 to 17 became pregnant.

The Office for National Statistics said policies, including sex education and the availability of contraceptives, could explain the fall.

But it said there could also be ?a shift in aspirations of young women towards education?.

There was more media awareness among young people and ?the perception of stigma associated with being a teenage mother?.

Diane Abbott, Shadow Public Health Minister, warned that Coalition reforms would reverse Labour?s good work before 2010.

She said: ?The danger is that this government will cause the fragmentation of sexual health services.?
