Now we really have a picture of who we think we are building a relationship with and we may even start to wonder if this is our soul mate if we have found the one. At this time we should arrange that all important meet, still we need to be sure and the best way to take this forward is in public place or with friends in a small group.

It will be very difficult if they are great distance between each person but none the less the principles of slow and easy still apply. More states freed from No Child Left Behind law

SEATTLE (AP) ? The Obama administration said Friday that two more states, Washington and Wisconsin, will be exempted from many requirements of the federal "No Child Left Behind" education law.

The decision brings to 26 the number of states granted waivers as Congress remains at a stalemate regarding an overhaul to former President George W. Bush's signature accomplishment. With more than half of the states now free from many of the law's requirements, there are questions about the future of No Child Left Behind.

The Education Department began granting the waivers in February in exchange for promises from states to improve how they prepare and evaluate students. The executive action by Obama is part of an ongoing effort to act on his own when Congress is rebuffing him.

The administration says the waivers are a temporary measure while Education Secretary Arne Duncan continues to work with Congress to rewrite the law, which is formally known as the Elementary and Secondary Education Act.

"A strong, bipartisan reauthorization of the Elementary and Secondary Education Act remains the best path forward in education reform, but as 26 states have now demonstrated, our kids can't wait any longer for Congress to act," Duncan said in a statement released Friday.

The 10-year-old federal No Child Left Behind law requires all students to achieve proficient math and reading scores by 2014, a goal that many educators say is impossible.

Members of both parties say the No Child Left Behind law is broken but have been unable to agree on how to fix it. While it has been praised for focusing on the performance of minorities, low-income students, English language learners and special education students, it has also led to a number of schools being labeled as "failing."

Critics also say the law has had the unintended effect of encouraging instructors to teach to the test and has led schools to narrow their curricula.

Washington state schools chief Randy Dorn said the waiver will lift the requirement that all students pass both the state reading and math tests by 2014. It will also give Washington school districts more flexibility about how they spend some federal dollars.

In return, Washington will need to show improvement in test scores for subgroups of students who have historically had lower scores than average, such as those who qualify for free- or reduced-price meals.

In late May, Wisconsin officials said they were modifying some details of their waiver application and expected approval soon.

The federal Education Department earlier wrote to officials in that state, saying Wisconsin had a number of commendable proposals, but they were too short on detail.

Other waiver applications are still pending in 10 states and the District of Columbia. Six waivers were approved last month in Arkansas, Iowa, Missouri, South Dakota, Utah and Virginia.

In order to get a waiver, each state had to promise to show in other ways that its students and schools are improving, and they were required to more closely link teacher evaluations to student test scores, among other requirements.

Washington's waiver application emphasized its embrace of new national education standards, the state's new teacher and principal evaluations, and its efforts to take a broader look at student achievement beyond reading and math by also testing for writing and science.

The waiver agreement requires that by 2018, Washington cut in half achievement gaps between various ethnic and economic groups, when compared with 100 percent passage rates. For example, if one group had 74 percent passing reading in 2011, that group would need to have 87 percent passing by 2018.

The agreement adds another requirement for Title I schools, which are high-poverty public schools that get extra money from the federal government to help students who are behind academically or at risk of falling behind.

It requires the state education office to annually identify priority schools, which are the 5 percent lowest-achieving of Title I schools; focus schools, which are the lowest 10 percent of Title I schools; and reward schools, the highest performing Title I schools or those making the most progress in a given year.

Hackett on Politics: GOP must win Senate to repeal health care

The centerpiece issue of the 2012 elections will be the Affordable Care Act ? also known as Obamacare ? everywhere except maybe here in Connecticut, where the issue will have only a minor impact.

The U.S. Supreme Court has ruled the health care reform law is constitutional. Now, the only way to block full implementation is if Congress repeals it, and that has become the rallying cry of opponents.

But here?s the problem, at least in Connecticut.

Since Republicans took control of the U.S. House of Representatives in 2010, at least 30 efforts have been made to repeal or de-fund all or portions of the health care law. It?s my understanding that nearly every one of those efforts was successful ? in the House of Representatives that is.

Not once did any of those attempts succeed in the Senate.

So, replacing all five Democratic Connecticut House members with Republicans pledged to vote for repeal doesn?t change anything. Any repeal effort ? another will be made again next week in the House ? will continue to win approval in the lower chamber until Democrats regain control.

In fact, if every incumbent Democrat in the U.S. House of Representatives was ousted in November, that still wouldn?t change anything.

To repeal the health care law, Republicans need to maintain control of the House, take control of the U.S. Senate and then win the presidency as well.

So, the only contest in which the repeal of the Affordable Care Act has any significance is the U.S. Senate race, and for Republicans Christopher Shays and Linda McMahon, that is not a very attractive proposition.

They?ll have to convince voters who are now receiving some of the benefits under the law that taking those benefits away is really a good thing.

I?m not sure how successful they?ll be in convincing a senior citizen that restoring the ?doughnut hole? and increasing their out-of-pocket costs for prescriptions is going to fly.

Or convincing a family they have nothing to worry about if their health insurance coverage for a sick child is canceled because the insurance company has determined the illness was pre-existing.

Or better yet, how do you convince voters who receive a refund from the insurance companies in August that maybe they should consider giving that money back because repealing the law is better?

Single embryo transfer reduces the risk of perinatal mortality in IVF

ScienceDaily (July 4, 2012) ? A policy of single embryo transfer (SET) reduces the risk of perinatal mortality in infants born as a result of IVF and ICSI. The conclusion emerged from an analysis of more than 50,000 births recorded in the Australian and New Zealand Assisted Reproduction Technology Database between 2004 and 2008, where the introduction of an SET policy has been associated with a reduction in overall perinatal mortality for IVF and ICSI babies.

Results of the analysis were presented in Istanbul July 4 at the annual meeting of ESHRE (European Society of Human Reproduction and Embryology) by Professor Elizabeth Sullivan from the Perinatal & Reproductive Epidemiology Research Unit of the University of New South Wales in Sydney, Australia. Professor Sullivan said that from a public health perspective "there is justification for advocating SET as first line management in assisted reproduction with the aim of minimising preventable perinatal deaths."

The study she described included 50,258 births which were of more than 20 weeks gestation and/or 400 grams birthweight following IVF and ICSI pregnancies. Total perinatal deaths were defined as the number of fetal deaths (stillbirths) plus the number of neonatal deaths (deaths that occur before 28 days after birth).

Analysis showed an overall perinatal mortality rate of 16.2 per 1000 births, representing 813 perinatal deaths during the study period (630 stillbirths and 183 neonatal deaths).

However, births following the transfer of two embryos had a significantly higher perinatal mortality rate than births following SET (19.1 per 1000 births and 13.2 per 1000 births). The risk of perinatal mortality for all births following two embryo transfer was 53% higher than those following SET. This difference was especially apparent in births following the transfer of fresh (and not frozen) embryos; births following the transfer of two fresh embryos had 74% higher risk of perinatal mortality than births following fresh SET.

Twins accounted for half the total neonatal deaths and one-third the perinatal deaths. Twins also had significantly higher perinatal mortality rate than singletons (27.8 per 1000 births and 12.4 per 1000 births). However, twins born from SET (ie, monozygotic) had a higher risk of perinatal mortality than those born from two embryo transfers.

Professor Sullivan noted that the voluntary adoption of an IVF policy of single embryo transfer in Australia and New Zealand has been associated with a reduction in overall perinatal mortality for all babies conceived by assisted reproduction methods, which was justification in itself for recommending SET as a first line fertility treatment for non-donor cycles in women aged under 35 years.

Moreover, said Professor Sullivan, there are wider public health benefits from an SET policy. She explained: "The number of embryos transferred per procedure is the major determinant of multiple pregnancy and multiple delivery, which contribute to an elevated risk of preterm birth and low birth weight, and its sequelae. These are risks in addition to those already faced by women being treated for infertility.

"Australia and New Zealand have shown that in the right policy environment a voluntary change to SET practice is achievable," she added. The proportion of single embryo transfers in Australia/New Zealand IVF rose from 14.2% in 1999 to 67.8% in 2008, which was accompanied by a decline in multiple deliveries of 13.7 percentage points -- from 22.1% in 2000 to 8.4% in 2008.

"In some other countries and regions," said Professor Sullivan, "the uptake of SET has been more dramatic, particularly where policy initiatives linked to funding have led to significant change in practice without compromising quality or safety."

Notes

* Multiple pregnancy has been described by many authorities (ESHRE, ASRM) as the most serious and frequent complication of IVF. Multiple pregnancies are known to be high risk pregnancies with higher chances of maternal and perinatal mortality.

* According to ESHRE's most recent IVF monitoring data (for 2009) only 24% of total IVF/ICSI cycles in Europe were single embryo transfers -- most (57%) were double embryo transfers. High rates (60% and higher) of double embryo transfers were found in Germany, UK, and France, while high rates of SET were found in Finland, Sweden and Belgium.
